A manager/supervisor cannot bring up issues that haven't been raised before during an employee's Performance and Development Review (PDR).Any performance issues must have been discussed and dealt with before the PDR, ideally at the time that they occur.

If there are issues that have not yet been resolved, the employee's PDR should be postponed.
