There are two parts to this. One is that the role itself, independent of the incumbent, needs to be assessed as to whether it is in fact a permanent position. This includes the Permanent Research Funded category.

The second is whether or not the current incumbent can be appointed without advertising. This needs the approval of the Director of Human Resources.
